Both methods of setting shipping charges by weight require you to set the weight/price parameters.

To do this click the settings button to the right of the shipping type you've selected - this will open a pop up panel.

In the pop up panel set a weight in the key field (e.g. 250 for 250g) and then the corresponding price (e.g. 1 for $, £, € 1).

You'll also need to set the minimum value for any item that is under 250 so make the first values: key = 1 and then the price to your minimum shipping cost.
